Nein zu Sanktionen gegen Irak
Keine weiteren Wirtschaftssanktionen
Das Irakische Volk hat genug gelitten!


Öffentliche Erklärung in der International Herald Tribune vom 20.3.2002

Wir, die Unterzeichnenden, die einen breiten internationalen Konsens repräsentieren, fordern die unverzügliche Aufhebung der Wirtschaftssanktionen gegen den Irak.

Das Sanktionsregime, das seit mehr als einem Jahrzehnt über das Volk des Irak verhängt wird, ist eine der grossen Ungerechtigkeiten unserer Zeit. Es hat Millionen von unschuldigen Irakern Hungersnot und Krankheit gebracht. UNICEF hat gezeigt, dass die Wirtschaftssanktionen zum Tod von einer halben Million Kindern beigetragen haben. Für den Zeitraum von 1990 bis 2000 hat UNICEF herausgefunden, dass von 188 untersuchten Ländern der Irak die schlimmste Veränderung der Todeshäufigkeit bei Kindern unter fünf Jahren erlitten hat. So stieg die Kindersterblichkeitsrate in diesem Jahrzehnt um mehr als das Doppelte.

Das ist nicht einfach ein Verbrechen gegen die Kinder des Irak und Millionen irakischer Familien. Es ist ein Verstoss gegen international anerkannte Menschenrechte und humanitäre Standards./ In Massenarmut gestürzt, brauchen die Iraker Arbeitsplätze und Löhne, die das Existenzminimum sichern. Das dem UN-Sicherheitsrat selbst unterstehende Humanitäre Forum hat 1999 zusammenfassend festgestellt, dass die humanitäre Krise im Irak anhalten wird, bis eine tragfähige Wiederbelebung der irakischen Wirtschaft eintritt. Doch die Sanktionen sind dazu geschaffen, die irakische Wirtschaft zu schädigen und eine solche Wiederbelebung zu verhindern.

Die schlauen Sanktionen, die von den Regierungen des Vereinigten Königreichs und der Vereinigten Staaten vorgeschlagen werden, sind weiterhin Wirtschaftssanktionen. Auch wenn sie, wie behauptet wird, die Beschränkungen humanitärer Einfuhren lockern, ermöglichen sie nicht die wirtschaftliche Wiederbelebung, die so schrecklich nötig ist. Weder ausländische Kredite, noch ausländische Investitionen, noch der Zugang zu Devisen und keine anderen irakischen Exporte als Öl sind nach der Resolution erlaubt. Noch werden Mittel verfügbar für Lehrer und Mitarbeiter des Öffentlichen Dienstes oder für die Wiederherstellung und Unterhaltung der angeschlagenen Infrastruktur, Krankenhäuser und Schulen. Die vorgeschlagenen schlauen Sanktionen sind nicht die Lösung für die wirtschaftliche und soziale Katastrophe, mit der die gewöhnlichen irakischen Bürger zu tun haben, sondern eine erbarmungslose Fortführung einer verfehlten Politik.

Wir fordern ein Ende des Leidens. Das globale Gewissen verlangt ein Ende der Wirtschaftssanktionen JETZT.
